Energy Programs
Home Weatherization Assistance Program (HWAP)
HWAP is a low-income residential energy efficiency program concerned primarily with building insulation and heating system retrofit measures. Eligibility is based on 200% of federal poverty income guidelines, consumers who receive Supplemental Security Income, costumers who qualify or participants in the PIPP plus program, or renters, with landlord approval. Services available include: attic, walls and floor insulation; primary air leakage reduction measures; heating system improvements; health and safety inspections and repairs. All measures are provided based on a state energy audit. Consumer Education is an established part of the program.
Utility Programs
WarmChoice® is provided to Columbia Gas of Ohio residential customers who use natural gas as their primary heat source and are eligible for the Percentage of Income Payment Plan Plus (PIPP Plus) or have an income of 150% or less of federal poverty guidelines.
American Electric Power - Community Assistance Program (CAP) is provided to AEP residential customers needing to reduce their energy bills and improve their homes’ comfort. If you are currently enrolled in PIPP, or HEAP or have an income of 175% or less of federal poverty guidelines you could be eligible.
The Housing Assistance Grant Program (HAGP) provides emergency home repairs for homeowners at or below 50% AMI. This program addresses health and safety issues. Due to the high volume of need for this program, the funding is usually depleted within a few months of receiving it. However, we continue to apply for this funding every grant cycle. Please contact the office to see if funds are available for this service.
