JVCA Housing Programs

Housing/Homeownership

Up to $30,000 in subsidy money is available to bring down the cost of homes like this!

The agency is currently developing 10 new, affordable "stick-built" homes on Dan T. Davis Road, outside the Village of Oak Hill. The homes will be marketed to households that fall within the income guidelines of 52% to 73% AMI. Special Needs housing is available. Subsidy money of up to $30,000 is used to make the homes more affordable.

Homebuyer Counseling

Homebuyer Counseling Classes are available to anyone thinking of buying a home! These classes are offered as a service at no cost to the public. Simply call Rick at (740) 384-3722 ext. 1925 to find out when the next session will be offered. Classes are held at flexible times through the weekdays and in the evenings. Topics covered include:

    • Budgeting
    • Finding a Lender
    • Qualifying for a mortgage
    • Predatory Lending
    • Closing on a Home
    • Basic Home Maintenance

Credit Counseling

Utilizing in-house credit reporting, the agency offers free credit counseling as a public service. We can help you with long- and short-term budgeting as well as credit repair to get your credit back on track.

Energy/ Housing Programs

Home Weatherization Assistance Program

HWAP is a low-income residential energy efficiency program concerned primarily with building insulation and heating system retrofit measures. Services available include: attic, walls and floor insulation; primary air leakage reduction measures; heating system improvements; health and safety inspections and repairs. All measures are provided based on an off-site inspection. Consumer Education is an established part of the program.

Columbia Gas Program

Services both natural gas fired furnaces and water heaters. Targeted Weatherization services are provided to maximize energy efficiency and help the customer reduce fuel consumption.

American Electric Power/Ohio Power Targeted Energy Efficiency Program

This is a Demand-Side Management Program regulated by PUCO to help reduce energy consumption. Persons that heat or cool with electric through AEP/OP are eligible for servcies. TEE Weatherization services are provided to maximize energy efficiency.

Housing Trust Fund Emergency Home Repair

This program provides some emergency repairs that will allow a household to remain in their home. These repairs include heating unit work or replacement, roof repairs or replacement, floor repairs, electrical repairs and handicap accessibility modifications. Income guidelines apply.

USDA Rural Development Loan Packaging

The Housing Department offers application assistance with the United States Department of Agriculture-Rural Development Section 502 Homeownership Loan as well as Section 504 Home Repair Loan Program. Low interest loans are available to those who qualify.
